GOLD RUSH BARREL RACING CLUB Inc. FULL CONSTITUTION 

1. Name of the Association 

The name of the association is Gold Rush Barrel Club Inc. (the Club). 


2. Objects of the Club 

Promote and support barrel racing; ensure compliance with the Associations Incorporation Act 

2009 (NSW); maintain transparent, fair and ethical management. 


3. Membership applications must be submitted to the Secretary. Committee must decide within 30 days. Fees payable on approval of the application. Renewal due at the beginning (but not limited to) of the financial year, and will be valid for the remainder of the financial year (January 1 to December 31). Membership rights and/or obligations cannot be transferred and cease when membership ends.

3A. Membership Categories:

- $30 ridden membership (all juniors and opens)

- $70 for a family membership (1 open and 3 juniors/4 memberships total)

- $10 for non-riding membership (still have a voice at meetings)

Fees reviewed and approved at AGM.


3B. Register of Members 

The Club must maintain an up to date Register of Members including full name, telephone and 

address details. Individual joining and cessation date to be included. The Register is held by the 

Secretary and is available for inspection on request with privacy protections enforced.

3C. Members’ Liabilities 

Members’ liability is limited to unpaid membership fees or any levy posed by the Club. 

Members are not personally liable for Club debts. 


4. Voting Rights 

Voting requires six (6) months continuous financial membership. To vote the individual must be 

aged 18 years and over on the day of the AGM. 


5. Senior Committee Positions 

Senior positions include President, Vice President, Treasurer, and Secretary. A member 

must have at least 12 months service as a General Committee Member unless waived by 

majority committee vote. A minimum of 12 months services as a General Committee 

Member is required before eligibility for senior positions (President, Vice Present, 

Secretary, Treasurer). Progression ensures knowledge of governance, meeting process, 

compliancy, and continuity. 


6. Disciplinary Procedures 

Formal procedures including notice of allegation, right to respond, possible sanctions, and right 

of appeal at a General Meeting. 


7. Internal Dispute Resolution 

Members must attempt informal resolution before referring disputes to committee‑appointed 

mediation and, if unresolved, a General Meeting for final determination. 


8. Committee Composition & Functions 

Committee comprises President, Vice President, Secretary, Treasurer, and General Committee 

members. Responsible for governance, finance, compliance, and administration. 


8A. Committee Vacancies 

A position becomes vacant if the member resigns, dies, ceases membership, is absent from 

three 


(3) meetings without approval, is removed by Special Resolution, becomes bankrupt, is 

convicted of a disqualifying offence, or breaches the Constitution. 



8B. Filling Vacancies 

Vacancies may be filled by Committee appointment until the next AGM. 


8C. Terms of Office 

Committee Members hold a 12‑month term commencing at the close of the AGM. Members 

may stand for re‑election without limitation unless altered by Special Resolution. 


9. Committee Meetings – Quorum & Procedures 

Quorum is 50% + 1 of Committee members. Decisions by majority vote; chair has casting vote. 

Meetings may be held electronically. 


10. Calling General Meetings 

General Meetings may be requested by at least 10% of members; Committee must call within 

28 days. 


11. Notice of General Meetings 

Written notice of at least 14 days including date, time, venue, agenda and motions. 


12. Procedure at General Meetings 

Quorum is 5 members or 10% of membership (whichever greater). Each eligible member has 

one vote. Proxies optional unless otherwise resolved. 


13. Financial Year 

The financial year runs from 1 January to 31 December. The Treasurer must prepare a full 

financial report for presentation at the AGM. Financial records must be maintained in 

compliance with NSW Fair Trading requirements. 


14. Annual General Meeting (AGM) Timing 

The Annual General Meeting (AGM) of the Gold Rush Barrel Racing Club Inc. must be held within 

six (6) months after the end of the Club’s financial year, in accordance with NSW Fair Trading 

requirements. The Club’s financial year runs from 1 January to 31 December, and therefore the 


AGM must be held no later than 30 June of the following year. The purpose of the AGM includes 

presenting the Club’s financial statements, reviewing operations, and conducting elections as 

required. 


15. Sources of Funds 

Funds derived from membership fees, event income, sponsorships, donations, fundraising and 

grants. 


16. Management of Funds 

Funds deposited in Club bank account. Two authorised signatories required. Records 

maintained and used only for Club purposes. 


17. Custody of Records 

Secretary or Public Officer retains custody of Constitution, minutes, and financial records. 


18. Inspection of Books 

Members may inspect records upon request subject to confidentiality restrictions. 


19. Public Officer 

A Public Officer must be appointed to manage official correspondence, maintain Fair Trading 

records and comply with statutory obligations. 


20. Winding Up 

Surplus assets transferred to a similar not‑for‑profit body or charity; assets cannot be 

distributed to members. 


Ground Rules 2026

Memberships for 2026 – (Membership due at the beginning of each competition year)
• All competitors must have a current ABHA membership or pay  day membership to compete at ABHA affiliated events
• If a Junior wishes to enter the Open events and wants to receive end of year prizes with GRBRC, they will be required to pay an Open Membership rather than the Junior Membership to be eligible for end of year awards.
• Will need to have competed in a minimum 3 Open events throughout the year to be eligible for prizes.
• Will only count from when Open Membership is paid.
• Family Memberships are only available to Juniors not wishing to compete in Open events.
• Ie: 1 x Adult + 3 Junior competitors (entering 10 & Under, JNR Divisional or Tiny Tots).
• Adult Membership is $30
• Junior Membership is $30
• Family Membership is $70
• Non Competitive is $10 (voice at meetings)
 

Eligibility for Finals / End of Year Awards

• compete at 3 events throughout the year to be eligible at finals competition
• You must be a GRBRC member and attend three (3) GRBRC events (subject to change due to weather, Committee discretion) throughout the year to qualify for GRBRC end of year awards/prizes (TO BE ABLE TO COMPETE AT GRBRC FINALS).
• Any member who has qualified for the 3 days of qualification, may ride any number of horse’s at the FINALS
• Only GRBRC members eligible for end of year awards/prizes.
 

Club Conduct and Disciplinary Rules

• Disrespectful behaviour and bad language will not be tolerated and may result in disciplinary action or suspension.
• Drugs & Alcohol - If you are under the influence of drugs or alcohol during competition you will be disqualified by the ABHA and ABHA Affiliate.
• The Committee’s decision is final.
• In the interest of fairness, competitors are not to approach any of the Committee members with any queries or complaints whilst they are warming up / competing / or tending to their own horses.
• Complaints or queries must be submitted via email to the Committee, with the exception of any immediate safety / health risk to competitors, spectators or animals.

The following will NOT be tolerated at any GRBRC days:

• Abuse, bullying, harassment, or altercations at GRBRC events, involving competitors, judges, gates people, Committee, volunteers, and spectators. Inclusive of all social media platform content relating to GRBRC events.
• Non-payment of entry fee, or payments received after the due date.
• Failing to follow the rules of the facility of where the GRBRC event is occurring.
• Riding in the arena prior to commencement of competition when specified by the Committee not to.
• Circling around markers once the course has been marked prior to commencement of competition.
• Circling around markers once the course has been marked, prior to commencement of competition.
• Conduct unbecoming of a member that could negatively affect the representation of the GRBRC and the ABHA.
• The following provisions regarding conduct shall apply to any event whether in competition or practice:
• A. Inhumane treatment or abuse of a horse in any manner whilst in the arena or on the grounds is prohibited. In humane treatment includes, but is not limited to the following: i. ii. iii. Riding of a crippled, injured, or lame animal. Riding of a horse with a health abnormality, which could result in the horse’s undue discomfort or distress. Abuse of an animal which includes excessive jerking, spurring, whipping or any other act intended to cause trauma or injury to the animal.
• B. Any act of abuse or intent to abuse an animal whilst in the arena or on the grounds or in the vicinity which could also endanger the safety of other persons or animals will not be tolerated and the persons may be subject to disciplinary action.
 

Exhibition Rules

• Exhibitions Cost is $5.00 per run to be pre-paid via direct deposit with entries.
• One (1) minute time limit.
• Exhibitions will run prior to commencement of events.
• A list of entries will be available, names will be marked off as runs are taken.
• Will be organised on a first come, first served basis, unless there is large Exhibition entries, then a draw will be completed.
• Exhibition sessions will have a strict start and finish time – to be determined by the Committee, subject to demand.
• Any runs not yet taken during this allotted period, will be forfeited.
• It is the responsibility of the rider to ensure they allow enough time to complete their run.
 

Open Divisional Rules

• Open Divisional Entry Fee $40.00. extra fee's will be on & via the entry platform.
• Run as per ABHA rules.
• 2 run format with the option of a 1 or 1/2 second splits for all club days in Open & Junior Divisional and will generally have 4 Divisions.
• This is open to change depending on event size & entries.
• Payouts on every division depending on entries received at each event.
• Last payout position will be determined if the amount is greater than the entry fee.
• Runs with time penalties cannot place in final placings in a Divisional barrel race, as per ABHA rules.
• Entries must be paid for a the time of entry online. Draws will be posted any discrepancies please contact the Gold Rush Committee. 
 

Finals Format

• 2026 Finals format for Open Divisional/Junior Divisional
• Clean slate, sudden death format.
• 2 run format with option of a time roll & also depending on entries, changing to a 1 run format, at the committee discretion.
• Presentation to be held on the day - after completion of Final
Tiny Tots
• As per ABHA rules. Tiny Tot’s are to be aged 7 years and under.
• Entry fee $10.00.
• All competitors will receive a ribbon & bag of Lolli's and/or prize only and will not be entitled to prize money.
• Prize bags for end of year – GRBRC MEMBERS ONLY.
 

10 & Under (unassisted/assisted)

• Entry Fee $20.00.
• 1 run format.
• Winners & placegetters will receive a ribbon for their placing & prize money.
• When turning 11, they are to immediately move up to the next age bracket.
 

Junior Divisional

• Entry Fee $25.00.
• Run as per ABHA rules.
• 2 run format with the option of a time roll, depending on entries & at the discretion of the committee.
• Number of divisions may be adjusted at the discretion of the Committee depending upon number of entries.
• Runs with time penalties cannot place in final placing in a Divisional barrel race. As per

ABHA rules.

• Draws will be posted any discrepancies please contact the Gold Rush Committee.
• Entries must be paid for a the time of entry online.
• PLEASE pay special attention to ABHA rules regarding competitors turning 18yrs old.
• Prize Money I compete will be responsible for payouts & placings.
 

Competition Area

• Only people on the ground should be; Gate Person & person leading competitor in arena.
 

Horse Welfare Rule

As per the ABHA Animal Welfare Policy

Please note if the weather is not suitable excessive heat, storms or wet weather that the event may be cancelled. Notice will be given if possible with 24 hours notice.

 

Venue Rules (Peak Hill Show Ground)

• All dogs to be on a leash at all times.
• No galloping or racing on the pace way/trotting track or through the parking or camping area's.
• To be mindful of the expansive area within the trotting racetrack.
• To be sure to make yourself aware of the Facility rules posted at the grounds.
 

Additional Events

• under 10's assisted /unassisted.
• Over 45's.
